NSW PPEI Framework

Framework for promotion of mental health and wellbeing and the prevention of mental ill-health in NSW

The Hunter Institute of Mental Health has been contracted by NSW Health (Mental Health and Drug and Alcohol Office) to review the evidence, consult with various stakeholders and develop a state-wide framework for mental health promotion, illness prevention and early intervention (PPEI). This Framework will also include an Implementation Plan for mental health services.

The project commenced in July 2009 and is due for completion in the second half of 2010. This webpage has been developed to keep key stakeholders in NSW updated about the Framework’s development.

The Framework and Implementation Plan are being developed in partnership with the NSW Subcommittee for Promotion, Prevention and Early Intervention, chaired by Russell Roberts, Area Director Mental Health and Drug and Alcohol Services, Greater Western Area Health Service. Project update

Framework review process

Better Mental Health: A Framework for the promotion of mental health and prevention of mental ill-health in NSW has been drafted in consultation with stakeholders. For a copy of the Draft Framework please click here

The NSW Subcommittee at their March 2010 meeting, followed by the Mental Health Program Council in April 2010, reviewed the Draft Framework and agreed to it being circulated to stakeholders for final comment prior to its endorsement by the Mental Health Program Council.

An invitation was extended by the Hunter Institute of Mental Health to individuals and organisations to provide feedback on the Draft Framework via an online survey. The online survey has now closed and the Hunter Institute of Mental Health wishes like to thank individuals and organisations who took the time to provide their feedback and comments. The feedback received will be used to work with the NSW Subcommittee for Promotion, Prevention and Early Intervention to finalise the Draft Framework and draft the Implementation Plan.


Implementation Plan and Fact Sheets

Progress continues on the refinement of the Implementation and development of the series of evidence-based fact sheets to support the Framework. This work is due to be completed in the second half of 2010.

Activities to date

A summary of the key activities undertaken in relation to the development of the Framework is provided below.


Area Health Service Consultations

Consultations were held at each of the Area Health Services between August and October 2009. The purpose of the consultations was to engage relevant stakeholders to assist with the process of identifying key issues, priorities and implications for leadership and accountability. Consultations occurred in the following locations:
 

  • Hunter New England (Tamworth);
  • Sydney South West (Liverpool);
  • South East Sydney/Illawarra (Hurstville);
  • Greater Western (Orange with video link to Broken Hill);
  • Justice Health (Matraville);
  • Sydney West (Cumberland);
  • North Coast (Lismore);
  • North Sydney Central Coast (North Ryde);
  • Greater Southern (Queanbeyan, with video link to Wagga and Albury).

Strategic Develop Workshop

On Friday 13 November 2009, as part of the final stage of the consultation process, the Hunter Institute of Mental Health facilitated a full-day Strategic Develop Workshop at the Mercure Hotel in Sydney to progress the draft Framework.

The workshop was attended by 65 participants from a range of clinical services and partner organisations, including representation from: directors of mental health services, managers, front-line clinicians, Aboriginal mental health workers, transcultural mental health, consumers, carers, non-government organisations, Divisions of General Practice, population health and staff from areas of the Mental Health and Drug and Alcohol Office.
An early draft of the Framework and Implementation Plan based on outcomes from the consultation workshops and online survey, were developed by the Institute and forwarded to workshop participants for rigorous discussion on the day.

The workshop format included an overview of the project to date; including key definitions and concepts, MHPPEI activity in NSW and outcomes from the previous consultations held in each Area Health Service. The remainder of the workshop comprised of four small group activities that involved participants work-shopping key definitions and concepts; road testing the overarching framework outlined in the Draft document; considering the strategies, target groups, activities and responsibilities identified for the Implementation Plan and issues such as accountability, evaluation and implementation of the Framework.

The outcomes from the workshop were presented for discussion to the NSW Subcommittee for Mental Health Promotion, Prevention and Early Intervention at their December 2009 meeting and have informed the development of the final draft.
